Abstract: This dissertation is a proposal for the empowerment of Seychellois Primary school teachers through professional development, in order to achieve the goal of improving education. The first chapter provides background information, an overview of the education system in Seychelles and an indication of how scale factors influence educational development in the country. HRD is also presented as a developmental imperative at Primary level. The second chapter looks at teachers' role in improving education and suggests that teacher ('job') satisfaction is crucial to quality education provision. The third chapter is a review of literature, which ultimately signals an increasing convergence of ideas pertaining to teacher effectiveness, school improvement and quality education. Based on evidence from the preceding chapters, the last chapter summarises a research and development plan which advocates teacher professional development as central to quality improvement of Primary education in Seychelles.
