Abstract: While economic phenomena create several of the challenges that social policy seeks to address, economics, as a discipline, can offer useful insights not only to understand the economy itself, but also to design policy to influence its mechanics. The “study of choice in conditions of scarce resources” (Sowell, 2010, p.3), is indeed primarily concerned with the question of how best to allocate such resources in a manner that maximises societal welfare. This question has underpinned the development of economics since its foundations (Smith, 1776) and became formalised later as the quest for Pareto efficiency - named after Vilfredo Pareto (1848-1923).
