Abstract: As the world keeps advancing, people’s demands keep getting higher. The public sector is in the process of embarking on a digital roadmap, with the strategic plan for the next five years ready to provide services of excellence to the citizens. In order for this to be done, organisations that are part of the public sector need to implement changes to better the work outcome and meet the citizens’ expectations. The main objective of this study is to assess the effectiveness of change management processes used by government organisations when implementing IT projects. The aim of the literature review is to provide insight regarding the effectiveness of organisational change management that many academics have, particularly in relation to the Maltese public sector. The qualitative research utilizes in-depth interviews to gather information to substantiate the underlying assumptions and research questions. The researcher was then able to make various suggestions based on the relevance, accuracy, and trustworthiness of the data gathered from the primary research. Poor implementation during the project is often the cause of implementation failure. It's critical to recognise that people are just as vital as technologies and methods. The most probable result of a strategic approach is onboarding as well as more efficiency and effectiveness from the employees and the system. Communication, training, and management support are three crucial elements to handle change related issues and create credibility. This study can be found quite useful by management or IT personnel who are in process of implementing an IT system as it would help them to deal with the change and make sure the process is successful.
