Abstract: The National Audit Office (NAO) has conducted the performance audit: “Provision of residential long-term care (LTC) for the elderly through contractual arrangements with the private sector”. The main focus of this review was the provision of care through Public Private Partnerships (PPPs) and the procurement of services available at residential homes run by the private or Church1 sectors – also known as the ‘Buying of Beds’ scheme. To this end, this performance audit analysed the extent to which services related to residential LTC for the elderly provided through contractual arrangements with the private sector and the Archdiocese of Malta constituted favourable terms for the contracting authority – the Department for the Elderly (DfE).
