Abstract: Air passenger rights within the European Union are governed by a set of regulations collectively known the "EU Air Passenger Rights Regulation." These regulations establish the rights of air passengers in the event of flight disruptions such as cancellations, delays, denied boarding, and other issues. The regulation applies to all flights departing from an EU airport, as well as flights arriving at an EU airport operated by an EU-based airline. Key provisions of the EU Air Passenger Rights Regulation include: 1) Right to Compensation: Passengers may be entitled to compensation if their flight is canceled or delayed significantly, depending on the length of the delay and the flight distance. Compensation amounts range from €250 to €600, depending on the circumstances. 2) Right to Care and Assistance: In case of flight delays or cancellations, airlines are required to provide passengers with care and assistance, including meals, refreshments, hotel accommodation (if necessary), and transportation between the airport and accommodation. 3) Right to Refund or Re-routing: Passengers have the option to choose between a full refund of their ticket or re-routing to their end destination if their flight is canceled. 4) Right to Compensation for Denied Boarding: If passengers are denied boarding due to overbooking, they are entitled to compensation, provided they checked in on time and met all other requirements. 5) Information and Assistance: airlines must inform passengers about their rights under the regulation and provide information about flight status, delays, and cancellations. 6) Extraordinary Circumstances: airlines are exempt from paying compensation in cases of "extraordinary circumstances" that are beyond their control, such as severe weather, air traffic control strikes, and security risks. 7) Compensation for Connecting Flights: If passengers miss a connecting flight due to a delay or cancellation of their previous flight, they may be eligible for compensation. 8) Notice of Cancellation or Delay: airlines are required to inform passengers of flight cancellations and delays at least 14 days in advance. If the notice is shorter, compensation may be applicable. It is important to note that these regulations apply to all flights within the EU, regardless of the airline's origin, and to flights departing from an EU airport operated by any airline. Passengers must file their claims with the airline operating the flight, and if they are not satisfied with the airline's response, they can escalate the matter to the national enforcement bodies responsible for air passenger rights in their respective EU member state.
