Abstract: Distinguished guests, first of all thank you for taking the time to accept our invitation to this presentation which is part of the ICON-S Malta Chapter series, the first of this year and the first I have ever delivered. Today I would like to share my thoughts with you, on Chapter II of the Constitution which I believe has been devalued, somewhat neglected too and quasi-abused, as I shall proceed to explain, before going into where I see it’s legal significance and why. Let me start with chapter II itself; I am referring – as you probably all very well know – to the so called ‘Declaration of Principles’ articles 7-21 which include a 20A (back to that later). Here behind me on the Powerpoint screen I am presenting to you a summary of the principles.
