| Abstract: | This writing critically analyses the efficacy of reform efforts of the Security Council focusing on Resolution A/RES/76/262 and its impact on the use of the veto vote by the permanent members. The examination highlights the inherent flaws of the organ’s institutional structure emphasising how the veto power perpetuates disparities in global governance and undermines the Council’s ability to uphold international peace and security. While Resolution A/RES/76/262 aims to address this principal flaw by calling for transparency and accountability vis-a-vis veto usage, the study uncovered several limitations it faces in curbing the arbitrary and self-serving use of this power amidst several on-going conflicts and crises. Chief amongst them include enforceability and ineffective mechanisms. Despite the need for constructive reform efforts to combat questions of legitimacy and functionality, the limitations Resolution A/RES/ 76/262 faces continues to allow permanent members to prioritise national interests over collective security, even against the will of the international community to which the Council is accountable. Thus, it can be stated that despite Resolution A/RES/76/262 representing a step forward in Security Council reform, its effectiveness remains limited during a time where the Council’s authority and legitimacy are increasingly questioned and enhanced global governance is being continuously called for. |
