Abstract: ''The Community shall have as its task, by establishing a common market and an economic and monetary union and by implementing common policies or activities referred to in Articles 3 and 3a, to promote throughout the Community a harmonious, balanced and sustainable development of economic activities, a high level of employment and of social protection." In a European Union, which originated as an economic community where employment is the backbone of the Member States' economies fighting unemployment is a task of paramount importance. The importance of job creation is seen in the fact that it is immediately laid down at the beginning of the Treaty in Article 2 and further accentuated by other provisions such as Articles 102a, 117 and 118.
