Abstract: This dissertation aimed to explore and study the theoretical and practicing aspects of political asylum through four parts; the first had dealt with definitions and conditions of Asylum in the International Covenant of Human Rights, and other international agreements on human rights, restrict the conditions which must be matched and satisfied in the political asylum seeker, especially the persecution conditions. Second part had discussed Asylum in International Law as a general overview, where International law defines the legal mechanism and system of political asylum principles regarding the treatment of the political asylum seekers and the conditions which could enable the State to extradite them to their original homeland. Third part had reviewed Asylum in reality and practice, where states have different, sometimes contradictory ways and approaches concerning dealing with political asylum. Some States violate it, others deal with it from a political point of view. The last part of· This dissertation provided case studies which explained the differences of understanding and applying asylum regarding the domestic law within the state. The dissertation had discussed the political asylum in the UK. It had taken as a case regarding the controversial cases facing the country. This thesis had conclude that Asylum seekers have the right to benefit from the protection afforded by various universal and regional human rights instruments, as well as applicable refugee law standards, all of which provide the basic framework for standards and norms of treatment in the area of reception. It is essential that States ensure that the fundamental rights and basic needs of asylum seekers are met during the asylum procedure, and in particular that special efforts are made to reduce the length of the procedures.
