Abstract: In this study I tried to give overview of the definition of the refugee, stressing on the regional definition, especially in Africa. Chapter one focuses on the right to asylum and the principle of nonrefoulement. Chapter two discusses the case of Sudanese refugees in two different situations; in refugee camps in Chad on the western borders of Darfur. The other situation is urban refugees living in Cairo or Alexandria. Different situations of refugees make their needs, the kind of assistance that they require from the UNHCR, the international community and the hosting country totally different. In chapter three the case of UNHCR Cairo is presented, including the legislations pertaining to the rights of refugees the Egyptian municipal law. The challenges that face asylum seekers through their journey to Egypt vary from: going through the RSD procedure, to sustain a living, and finally to get adequate protection. Chapter three also discuss the role of the UNHCR Cairo. its evaluation and how it can be improved. The important role played by UNHCR partners and NGOs in assisting UNHCR providing assistance to refugees.
