Abstract: The challenge of balanced development set out in the European Spatial Development Perspective (ESDP) has not become less significant with enlargement. ESPON reports that the current European economic core – the ‘pentagon’ between the cities of London, Paris, Milan, Munich and Hamburg – will increase its dominance, accounting for 46 per cent of GDP in EU27, despite containing 32 per cent of the citizens and 14 per cent of the territory (http://www.espon.lu/).
