Abstract: This report depicts the situation of low qualified workers in Malta, in particular the trends with respect to age, gender and sector of employment. Low qualified persons find it especially difficult to integrate themselves in the labour market. Most of the public policies and measures aimed at helping low qualified unemployed persons to find work are administered by the Employment and Training Corporation. A concerted effort is made by various institutions to train unskilled persons. However, more research is needed to understand better the employment situation of low qualified workers. For the purpose of this study, low qualified workers are defined as ‘those whose education attainment level is less than upper secondary (i.e. less than ISCED 3)’, or in other words who have only basic educational levels (ISCED 0-2), which is the conventional definition adopted when making comparisons across countries.
