Abstract: Whereas the OECD defines ‘older workers’ as workers over the age of 55, no consistent definition of ‘older workers’ has been adopted in Malta. Different government entities at different times adopt diverging definitions of the term. These vary from persons aged over 40 to persons aged 60 or over. Malta is one of the EU Member States with an ageing population, a phenomenon which is straining the sustainability of public finances through growing expenditure on health care and pensions. The size of the Maltese population aged 55 years and older increased by 1.2 % between 2008 and 2010, double the EU average increase over the same period. The largest increase occurred among those over the age of 65 (10.2 %).
