Cultural integration and economic growth : examining the role of foreign workers in Malta’s tourism industry

Abstract

Purpose: This dissertation explores the role of foreign workers in Malta’s tourism industry, with a focus on cultural integration and its influence on economic growth. Against a backdrop of increasing labour shortages and shifting demographics in the hospitality sector, the study investigates how foreign employees are recruited, integrated, and supported within hotel operations. Research Methodology: A mixed method approach was adopted. A short survey was sent to five HR personnel to gather information regarding the number of foreign workers they employ, and their nationality. This was followed by a semi-structured interview conducted with HR professionals across hotel organisations in Malta. Research Findings: The results revealed key issues including the effectiveness and challenges of the Skills Pass programme, onboarding strategies, pay equity, and the limited visibility of the Maltese language in the workplace. Findings suggest that while foreign workers are essential to sustaining tourism services in Malta, inadequate integration frameworks may limit their contribution and reinforce cultural disconnection. Practical Implications: The study concludes that stronger policy support and culturally inclusive HR practices are needed to enhance the sector’s resilience and preserve local identity in the face of a globalised workforce.
