Abstract: The establishment of local councils in Malta represents a significant milestone in the country’s governance and recentralisation history. Created under the Local Councils Act (Chapter 363 of the Laws of Malta) in 1993, these councils were designed to enhance democratic participation, improve service delivery, and bring government closer to the people. Over the years, local councils have become an integral part of Maltese public administration, managing local services and contributing to the development of their respective communities. Furthermore, local councils’ role has evolved in relation to the introduction of regional government, which serves as an intermediary layer between local councils and the central government. Local councils have undergone several changes since its inception. Amendments to the original legislation have expanded the responsibilities and autonomy of councils, enabling them to address a broader range of local concerns. Similarly, regional councils have seen their role evolve, particularly in areas such as regional planning, cultural promotion, and waste management. Despite these advancements, local and regional councils in Malta continue to face challenges, including limited financial resources, administrative constraints, and varying levels of public participation. This dissertation aims to explore the role, impact, and evolution of local councils in Malta, with particular emphasis on their relationship with regional government. By examining historical developments, legislative frameworks, and contemporary challenges, this study seeks to evaluate the effectiveness of local and regional councils in fulfilling their mandates and addressing the needs of their communities. Furthermore, it will investigate public perceptions and the broader implications of regional governance reforms in the Maltese context. Ultimately, this research will contribute to the ongoing discourse on decentralised governance in Malta, offering insights into potential strategies for enhancing the effectiveness and sustainability of both local and regional councils. By highlighting both achievements and areas for improvement, this study aims to provide valuable recommendations for policymakers and stakeholders who are committed to strengthening local democracy and regional coordination in Malta.
