Abstract: An historical glance at Malta's educational system would reveal contradictory signals. Not only are the continual efforts to catch up with continental Europe bedeviled by fears of influential citizens 10 let go old privileges and 'proven strategies' developed under the colonial Anglo Saxon model, but the policy making process in Malta is also imbued by ingrained deficiencies.
