This is the second volume of papers presented at the International Conference on Sustainable Tourism in Islands and Small States, held in Malta in November 1993, and convened by the Islands and Small States Institute of the Foundation for International Studies at the University of Malta. As the title indicates, this volume includes a number of case studies, whereas the companion volume contains studies of a more general nature. As is well known, many small states are also islands, and these face a number of constraints in view of their size. One such constraint is related to limited natural resource endowments, leading these countries to depend heavily on imports. The tourist trade has increased the import requirements of many small states but it has also generated foreign exchange inflows, which have generally enabled these states not only to pay for the import content of tourist goods and services, but, in addition, to afford a standard of living higher than would have been possible in the absence of tourism. The awareness that tourism has a number of undesirable side-effects raises the question of whether or not small states could resort to other forms of production, such as manufacturing, to generate foreign exchange inflows. Unfortunately, the experience of many small island states in manufacturing exports has not been as successful as that in tourism. Due to their small size, such countries have limited possibilities to exploit economies of scale and to utilize modern technology, and due to their insularity, they face additional problems associated with transport. For these reasons, they do not tend to find it easy to develop a comparative advantage in the production of manufactured goods. (Extract from the Preface to this book)
