Abstract: This paper seeks to inform the Central Bank’s future policy initiatives in relation to the regulation of banknote recycling and to initiate discussion and collect the views of stakeholders in light of the Central Bank of Malta’s implementation of the Eurosystem Banknote Recycling Framework, which the Bank is bound to bring into force by 1 January 2009 with a transitional period for compliance ending before 1 January 2010. It seeks to clearly explain the proposed changes to operational methods and standards relating to euro banknote fitness sorting and authentication with a view to correctly understanding the implications of the proposed legislation for operators in the market.
