Abstract: Drug misuse and HIV infection are two major threats to public health at the end of this century. Each in its own right and in combination has tremendous burden on individual health and wellbeing, on families and society as a whole. This paper addresses the impact of each epidemic and the inter-relationship between the two. Using various scenarios, it explores the challenges facing public health professionals in selecting the most appropriate strategic approaches to meet the needs of individuals and to protect society.
