Abstract: '...without expansion of international trade, based upon fair dealing and equal treatment for all, there can be no stability and security either within or among nations... (Furthermore) the withdrawal by a nation (or group of nations) from orderly trade with the rest of the world inevitably leads...to preparations for (a military or trade) war and a provocative attitude toward other nations.'
