Abstract: This paper deals with the most difficult, the toughest challenge that I ever met in my almost 44 years diplomatic career. An issue I grappled with between 1993 and 2000, as Permanent Representative of Italy to the United Nations. I refer to the reform of the UN Security Council. Today, 15 years after its inception, the issue remains still wide open. This is a risky situation. If the wrong type of reform is approved, the UN’s democracy deficit will grow even wider, a tombstone will be placed on the dream of a common European seat in the U.N., and Italy, Malta as well as many other countries will be permanently sidelined.
