| Abstract: | The EU is not delivering on its Lisbon agenda commitment to increase its R&D-to-GDP ratio to 3% by 2010. The objective of this technical audit in the area of research and development on information society technologies in Malta is to identify a number of elements in the local scenario that will enable the release of the hidden potential for the construction of an all-inclusive and geographically balanced European Research Area (ERA). “The ICT sector is easily the leading sector in the EU economy in both labour productivity (almost twice the whole economy average) and R&D expenditure; although its weight in the EU economy is lower than the weight of other sectors. The ICT sector is therefore the sector contributing most to the development of the EU knowledge economy |
