Abstract: This dissertation analysis the Development of Maritime Clusters in Malta. Maritime clusters are considered as a strategy that can contribute to economic growth in the maritime sector. This study explores the cluster theory and identifies what maritime clusters involve. A qualitative analysis contributes to examine case studies of different regions which have maritime clusters. This identifies what policies and strategies were used to develop these maritime clusters. Unstructured interviews complement to examine the case of Malta. The findings of this study will determine the level of development of the maritime clusters in Malta. It will identify the opportunities, challenges, gaps and implications that may impinge on the development of maritime clusters in Malta. Further to this, the study will identify what strategies can be applied to enhance the formation of maritime clusters. During this research there were some limitations, like time constraints and financial restrictions to reach individuals who live abroad. Moreover, many of the elite that were interviewed or asked to be interviewed have a very busy schedule and did not manage to find a slot or give any answers to the interview. The dissertation will contribute to a study on the formation of maritime clusters on small islands. Most of the studies that have been carried out focused on bigger countries where the economies are larger. Small islands have limitations which on the other hand can also contribute to better collaboration due to their size.
