Abstract: During the ERDF funding programme between 2007 and 2013 the priorities supported the tourism sector and the conservation of local heritage. Over the years several local councils in the Maltese archipelago have made use of such funding for such purposes. Local governance is essential in public policy since the policies created affect everyone in the communities in some way. Whereas uptake and administration of such funding is instrumental for the locality, limited research has been conducted on the matter. The aim of the research is to investigate the implementation of the policy process of ERDF funded projects steered by seven local councils in the fields of heritage and tourism during the funding programme between 2007 and 2013. Evaluate the implementation process by the seven local councils, studied through the case study approach. Semi-structured interviews and desk research were used to understand local councils’ limitations and challenges throughout the implementation process of ERDF projects, the key shortages which needs to be addressed and the rationale behind their approach of implementation. The study found that there were several limitations which affected the implementation process of ERDF funded projects. Local councils lacked human resources to tap and implement EU funding, were not fully aware of funding opportunities, had limited training to tap and implement the funds and lack of support from central authorities. Several recommendations have been put forward including on how to encourage more local councils to participate in EU funding opportunities and facilitate the process of implementation. The positive results obtained following implementation of ERDF funding confirm that should adequate measures be taken by policy makers to improve uptake and implementation of the funds; local communities are set to benefit. Not only will their heritage be safeguarded but the tourism offer will be also enriched.
