Abstract: The multilevel protection of human rights, through national Constitutions, European and International Conventions, is nowadays a fundamental goal at national and transnational levels. To achieve that goal, strengthening the role of the National Human Rights Institutions (NHRIs) is a priority. This article will focus a particular type of NHRIs – the Ombudsman – and will assess the Portuguese and Spanish experience in that domain, taking into account their advantages and the problems that have emerged in the national contexts.
