Abstract: The subject of animal welfare is no easy task to tackle. Diverging views are always at the helm. Through time many laws have been made available however, their enforcement has always been questioned. The pivotal point under animal legislation is that cruelty to animals is an offence and the abandonment of these creatures should be condemned. Unfortunately, this objective has still to be understood by many. Before the enactment of the Animal Welfare Act, the following needs where in the spotlight : 1. The need for effective enforcement of existing laws especially the provisions set out under the Code of Police Laws 1; 2. The need for economic resources to be made available to animal welfare committees to enable them to fulfil their responsibilities; 3. The need to source expert information; 4. The lack of veterinary university, academics or experts on animal welfare; 5. The importance of working with environmental groups in lobbying activities.
