Abstract: Malta’s security challenges hinge on its geography, limited resources, and neutrality. When analysing small state security, the initial definition is interpreted by their resources, GDP, population, and military expenditure, while their security interests are manifested between their dilemma to align themselves with more significant powers, preserve their autonomy or opt for integration, and in some cases, such as Malta, safeguard their neutrality. The CSDP forms an integral part of the CFSP, classifying the EU’s framework for security and defence. The agenda represents the EU’s course of action in the field of crisis management and defence, particularly through conflict resolution and prevention, and peace-keeping operations. As an EU member state, Malta must contribute to CFSP/CSDP matters, however its participation was feared to jeopardise its neutrality. This study interprets the nature of the CSDP and how it does not interfere with Malta’s neutrality. Most notably, given its position in the Mediterranean, it has the potential to have an important role between the EU and the Mediterranean region. In addition, CSDP developments, evoke ideas how to succour small states, such as Malta, to advance their defence resources through mechanisms such as the EDF, and the opportunity to partner with other member states to plan and invest in defence capabilities. This dissertation provides a definition on the characteristics of small states and small state security, with the aim of serving as a basis to understand Malta’s position within the CSDP. The nature of the CSDP is explored to understand how the policy satisfies security objectives of individual countries, while delving into Malta’s contributions through EU-led operations and missions.
