Abstract: This dissertation covers a period of twenty-nine years of modern Maltese History during which the local liberal politicians struggled to obtain a legislative constitution which was eventually to lead towards representative government. The first chapter describes briefly the development of Maltese politics between 1800 and 1848 and serves as a general introduction to the study. Chapter Two deals with the events which led to the granting of the 1849 Constitution and examines the implications on Maltese politics, while Chapter Three investigates the effects which the newly constituted legislative body had on the local political scene and upon the Maltese liberals themselves. The bitter political struggles which were born in the Council of Government, following 1857, are described and examined in Chapter Four, while the fifth chapter deals with the origins of the first Maltese political parties and the causes which led to the development of nationalism in the 1880's.
