Is the distribution of the annual education budget respecting principles of the National Minimum Curriculum?

Abstract

The research question that this dissertation addresses is whether the distribution of the annual Education budget and the way that the funds are being spent, is respecting principles of fairness and equity as proposed by the National Minimum Curriculum. My study started from the point where the funds distributed by the Ministry of Finance were handed over to the Ministry of Education and its Division, and finally passed on to schools. The study investigates the criteria used when funds are allocated to schools. This includes a comparison between Junior Lyceum and Area Secondary schools. The next stage involves an in-depth analysis of the parameters within which schools have used the funds. This is followed by an investigation of how three schools actually spent these funds for the years 2003, 2004, and 2005. The National Minimum Curriculum speaks about principles and objectives appertaining students' needs, which should be addressed at all times especially when it comes to funding. It is best explained through interviews held with the Heads of schools, since different schools might have addressed different principles at one time or other while still following what was stated in the curriculum. Finally, the information gathered is analysed to determine whether the principles of the National Minimum Curriculum referring to equity are really being respected and followed.
