Abstract: The proliferation of mid-rise buildings in many areas all over the Maltese Islands has motivated the author to examine the main issues which lead to their development as well as the issues, factors and impacts created on their neighbourhoods and the surrounding environment. The significance of this study in the present context is considered of importance since the construction industry has gained such a momentum that new mid-rise buildings can be seen mushrooming in all parts of Malta, either through redevelopment projects or as new developments. While thematic studies have been carried out in the past, the need was felt for an integrated approach. In order to achieve this aim, the study posed a number of questions which included: What lessons could be leamed from a similar foreign context ( eg. Hong Kong) What are the main strengths, weaknesses, opportunities and threats of mid-rise buildings in the Maltese context? Is there a real need for so many new mid-rise buildings in Malta? What motivates developers and individuals to pursue in such a venture? What are the collateral effects on the streetscapes and the microclimate? What could be recommended to create a sustainable housing sector which whilst providing for the demand for new dwellings would limit its impact on neighbours and the environment in general? The layout of the study consists of an introduction to the subject, a discussion on intemational urban issues with a focus on housing in Hong Kong as well as an overview of the housing scenario in Malta. In order to acquire primary data on the subject, face to face interviews were conducted with ten stakeholders which provided an insight on their everyday experience relating to planning, construction, marketing and financing, social and environmental concerns as well as the views of two representatives of the Sliema and St. Julians local councils. The study proceeded by identifying important demographic and housing statistical data as well as analysing mid-rise buildings from an environment, economical and social perspective. In conclusion, the study forwarded recommendations related to legislative, fiscal and administrative aspects as well as issues relating to the certification and aesthetics considerations of mid-rise buildings. The study also identified areas which merit further research due to their relevance to new mid-rise development in Malta.
