Abstract: | Disposal of solid waste entails severe environmental burdens especially on small, densely populated regions and countries. Malta is grappling with the task of designing an effective, efficient, administratively and politically acceptable solid-waste policy. This should take into consideration externalities associated with disposal and the pervasive NIMBY (Not In My Back Yard) syndrome. This study attempts to apply the principle of Full Cost Pricing in order to determine the price of landfilling in an engineered landfill. The price incorporates capital, land, operational, maintenance and environmental costs. The environmental costs involve the disamenity effect of the landfill. This was determined for a sample of the population living within 6 km of the Maghtab landfill, using the Contingent Valuation Method. Presently there are neither direct nor indirect incentives for individual households to reduce, reuse and recycle waste. Households pay for garbage collection through general taxation, with no incentives for either reducing the volume of garbage or separating it at source. The study suggests imposing a uniform charge of 5c per waste bag of landfilled waste, to serve as an incentive for sorting waste at home. |
