Abstract: Experience has indicated that project level Environmental Impact Assessment (EIA) is applied too late in the overall decision-making process, since key decisions will already have been taken by this stage. Unlike EIA, Strategic Environmental Assessment (SEA) is a formalised, systematic and comprehensive process that assesses the environmental impact of policies, plans and programmes (PPPs) at strategic level of decision making.
