Abstract: The dissertation deals primarily with the introduction of mediated-planning in environmental conflict. It considers the problems with decision-making systems in our society and the changes required in the role of environmental planners to resolve these problems. It observes the current role played by the local planner in practice, in the light of two important changes; public participation including 'collaborative' planning and the still popular use of advocacy planning, as an adversarial tool in environmental advocacy. The research concludes that mediated-planning and 'collaborative' processes are likely to be the future tools and skills required for Environmental Dispute Resolution (EDR). It is suggested that we continue to pursue these routes. Yet, similar to the dilemmas in politics and economics, which usually substitute environmental sustainability, for short-term gain, the immediate promises of environmental advocacy, are possibly the preferred option, in environmental disputes. As environmental advocacy is often confrontational, this impedes parties in conflict to practice mediated-planning by its very nature, as it creates mistrust and therefore blocks all consensus-building efforts.
