Abstract: In this dissertation I have attempted to present a factual description and analysis of the Development Control system in Malta, set in the context of a wider ranging comparative study. The study is not exhaustive, due to the wide-ranging nature of the subject, whose boundaries are determined by the continuous evolution of the Development Control system. The problem related to the scope and definition of Development Control can either be tackled by concentrating on the planning system of one country or else by comparing different systems in different countries. The latter opinion was chosen for this study because it helps in defining the tools of description, such as those regarding the degree of flexibility of the Maltese system vis-a-vis the German and English Development Control systems. This option therefore provides information and a better understanding, not only of the overseas systems, but, through them, of the Maltese planning and Development Control system. It is important to recognise the risk of over simplification or even distortion which this study might involve, particularly in the description of the different systems and in the comparative exercise.
