Abstract: The Environmental Acquis is one of the most vast and complex parts of the entire Acquis Communautaire. No less than 21 regulations and some 70 directives, several of which have been updated, revised or supplemented, relate directly to environmental matters. There are numerous recommendations, communications and policy documents issued each year by the E.U. Typically, the Community only acts on those environmental matters where there are trans-frontier disparities between national measures and where these disparities create market distortion, the diversion of investment, a reduction in the quality of life, or where economies of scale can be generated by collective action.
