Abstract: Tho Maltese have a characteristic of having a high marginal propensity to import and this has been mainly paid through providing services to the British Military Personnel and their families. In the new economy Malta is trying to build for the future, she must find another way to pay for those imports. She must do all the things possible to enlarge the industrial and tourist industries on which the country has embarked. Then fiscal policy has to become a more significant tool of the incentives to invest.
