Abstract: This dissertation examines the debate that has arisen between various stakeholders in relation to the existence of the right to obtain an explanation of an automated decision. In this respect, the provisions of the General Data Protection Regulation (GDPR) are examined to determine whether and to what extent such a right is established, with the capabilities of such a right also analysed in light of the notions of algorithmic accountability, transparency and governance. Moreover, this dissertation also explores the problems that data subjects may experience in relation to automated decision-making systems. The effectiveness of the right to an explanation in view of these problems is further expounded upon. Furthermore, this dissertation analyses the different alternative solutions that have been proposed by various stakeholders and consequently their ability to fulfil and appropriately implement the notion of algorithmic accountability. Finally, this dissertation concludes by providing further recommendations in relation to the right to an explanation as currently drafted in the GDPR and the proposed alternative solutions.
