Abstract: Libya and Iran will be used as case studies to establish the extent of the differences between the US and the EU 'methods' of dealing with problem states. Since the EU relies heavily on consensus in its external probes, significant initiatives by individual mflmber states will naturally be analyzed. Ultimately, when different approaches lead to different outcomes, establishing the cause of this difference can help establish some measure of rationale that can be followed in seeking the best possible outcome - even if only from a 'Western' perspective.
