Abstract: This dissertation is about the development of Scrooge, an application that tackles the problems of bandwidth management. An analysis is made of the concepts behind bandwidth management, discussing why the need for such solutions has risen in to day's networks. Scrooge is modular in design. Each module is assigned a specific management task that is independent in behaviour from other modules. A module was built as a prove the concept. The implemented module handles incoming data from different IP hosts and is able to operate and interact with other modules. The bandwidth manager is transparent to the hosts on the network that is monitoring, and it requires no special fields to be set. Finally, Scrooge was tested under real-life network conditions.
