Abstract: It is the aim of this work to delineate an on-the-spot analysis of the situation in a foreign, school and to compare and contrast, as practically and realistically as possible, the English Educational system with that in Malta. St. Michael's is a self-governing comprehensive school for boys and girls in Bermondsey, within the Roman Catholic Diocese of Southwark, London. There are 610 pupils aged 11-16, with approximately equal number of boys and girls. Academically and vocationally this school prepares students for their G.C.S.E. (General Certificate in Secondary Education) and for the G.N V.Q. (General National Vocational Qualification) in a broad spectrum of subjects. Other aims of the school are to develop the pupils spiritually, morally, socially, culturally and physically to their full potential and to help them become informed Christians equipped to take their place in the community as responsible citizens. The school was established in 1960 by the Roman Catholic Diocese as a school for the Catholic children of the area. The school's motto 'Vince in Bono Malum' (Overcome evil with good) and the school's mission statement reflect its Catholicity. During our stay at St. Michael's we could safely attest this as from the first moment of our two-week visit. This richly Catholic ethos ensures a good working atmosphere and promotes high standards effectively. An efficient organisational structure within the school leads to Total Quality Management and thus creates an optimum environment for teaching and learning. The hardworking teaching staff are appropriately qualified to meet curriculum needs and the pupils, although with wide-ranging abilities, generally make good progress and attainment and achieve the best results. An effective Senior Management Team, an attractive physical environment, a good communication system, strong team work, effective induction programme for new staff, a continuous staff appraisal system, in-service training, support staff, an excellent pastoral system, a professional Careers' Guidance service, partnership with parents, excellent learning resources, good planning targets, high level of pupils' attendance, extra curricular activities, good budget management and financial control, a positive school ethos ....... All these attributes help to make St. Michael's an ideal school which provides good value for money. We would therefore highly recommend it as an ideal model for our Junior Lyceums and Secondary schools which are beginning to experience the first surge of the decentralisation process.
