Abstract: This is an attempt at a theological explanation of this Apostolic Letter of His Holiness Pope John Paul II addressing the Bishops, Clergy and Lay faithful in which he carefully set out his Jubilee perspectives for a just Millennium Celebration. The work, which is mainly based on this very Apostolic Letter, is divided into four chapters. Before tackling the main theological framework, I thought it best to prepare its readers by exploring the meaning paradigm (theoretical framework) that presides over and bases the central theme of the jubilee code, as Chapter One. It bespeaks relationship to the history of salvation and its culmination in the fullness of time until the Parousia. In Chapter Two, I attempt to identify the perspective theological viewpoints in the Apostolic Letter. I take up the overall outlined framework for action towards the preparation and celebrations of the New Millenium. Chapter Three is a treatment of the prime element of Christian faith and the obligation in proclamation of the Good News. It spells out reflections on the relationship between new evangelization and cultures, including the mission of the church with basic perspectives in a number of propositions. Chapter Four is devoted to my evaluative theological reflections. This chapter situates the basic content of the theological vision of new evangelization with its thematic Good News to the poor. And all genuine evangelization must be sacramental that implies an 01ientation towards the Eucharist. By way of conclusion, in what I undertake as the basic perspectives in a number of propositions.
