Abstract: Various levels of government tend to affect our lives. In the case of Malta, a small democratic state, policy is being formulated and implemented on three levels - at an international level, at a national level and on a local level. The existence of local government provides the opportunity to reduce an over-concentration of political power at central government level and allows for different political choices to be made in different localities based on principles of pluralism and democracy, making Local Councils the closest institutions to citizens. To this extent, Local Councils bear the bulk of responsibility in identifying the primary needs of the citizens of the locality they represent and they can either put in place actions to satisfy those needs or else push the government to act that way. The main focus of this case study, based on the inductive approach, are the citizens aged sixty years and over. This study aims to provide information regarding the services which are being offered within the community to persons aged over sixty years and about any new projects which are under way, and highlights the main problems encountered by Mayors. The methodological design which has been deployed to research the subject at hand is a comparative case study based on the inductive approach, making use of mixed methods of data collection. Research was carried out on three localities which were selected by the procedure of purposive sampling. The localities under study are Hal Balzan, Kercem and Zurrieq. Population ageing presents various challenges and this calls for services which take into consideration the needs and interest of the senior citizens to be made available preferably in their local community setting.
