| Abstract: | The Malta Sports Act of 2003, revised in 2009, served as an active tool for crafting the sports policy. This study will focus on the developments that transpired the local sport scene since the enactment of this Act. This law provided Malta with a legal entity: Kunsill Malta Għall-iSport. Personal interest in sporting activities instilled in me the curiosity to focus my research on the Government's input in the local sports sector. A historical overview of the sports scene in Malta is discussed through a socio-political lens so as to help the reader understand better the different stages it has undertaken until the formulation of the law. The European Sports Charter of 2001, provided guidelines for the drafting of the Act. This research will to analyse the following question: Has the input of government been sufficient enough to motivate citizens' participation? This study tries to understand this social phenomenon by making use of qualitative research. Semi structured interviews helped to gather necessary information to answer this hypothesis. The KMS provides an array of programmes for individuals of all ages and abilities. The objective of the Kumitat Olimpiku Malti is the development of elite athletes. The Institute for Physical Education and Sport at the University of Malta offers courses for the attainment of Certificates, Diplomas and Degrees in relation to physical education and sport for coaches and administrators to attain high standards. The analysis of data demonstrates that the restructuring and building of sports facilities provides easy access to individuals for the participation in sports activities. However, finances represent a limitation and are provided for by the Central Government. The overall analysis of the data demonstrates that KMS is continually succeeding in promoting sports locally and the society is reaping the benefits from the Government's input in the sport sector. |
