Abstract: The aim of this report is to trace the building regulations governing development in Valletta from its conception back in the 16th Century to how they evolved with the passage of time up to present. Also, it intends to identify issues and problems related to any shortfalls in such regulations. The study will utilize two main methods to reach its aims: a critical analysis of the literature review and interviews with key players and stakeholders concerned with the development in Valletta, focusing on the problems encountered and the reasons behind their reactions and views with reference to specific developments. A comparative analysis will be carried out between old buildings and recent development within Valletta. These case studies will be used to analyse their architectural design and construction methodology in the ambit of planning regulatory policies current at the time. Emphasis will be paid to the context of these buildings and their relation to, and interaction with their surroundings and streetscapes. This report will seek to derive conclusions from the literature review and data analysis of the achievements of the planning regulations controlling development in Valletta and propose a way forward where any shortcomings are noted in the present regulations. It is a great responsibility on policy makers and on technical experts to intervene sensibly and protect Valletta, a World Cultural Heritage Site from the decay of its historical fabric.
