Abstract: This study examines Constitutional changes in the Machinery of Government between the years 1962 and 1994, a period that has seen the transition of Malta from colonial rule to sovereignty, from monarchy to republic. We shall see how power has passed from the Governor under Her Majesty the Queen to elected representatives, who through a cabinet government are responsible collectively to the Parliament of Malta for the general direction and control of government. The Constitutions since 1959 form the basis of this thesis. The different chapters focus on key powers, functions and elements of the Constitutional machinery of government, each will consider the changes within the area as one Constitution gave way to another [...]
