Abstract: This paper deals with an analysis of human resource management in the Maltese Public Service with special reference to the Department of Social Security. In Part A, we shall examine in a macro perspective the development of HRM and its links with public service strategy in Malta. In Parts, my analysis will then focus on the level of support of current HRM initiatives in the four elements of HRM namely, recruitment & selection, performance management, training & development and reward management. The concluding part will highlight the required improvements in Reward Management, the benefits and possible pitfalls arising from my recommendations. Throughout the assignment I shall draw from my own experience in the Department of Social Security.
