Abstract: The article covers instruments which are aimed at strengthening of global and national financial and credit systems, encouraging banks recapitalization, techniques of marketing management of financial and credit sector development focused on ensuring financial stability of banks. The authors consider also basic methods of banking market services regulation, point out specific issues of bank management and human recourse management development in conditions of economic recession. Greek experience of anti-crisis measures has revealed key factors and peculiarities of the changes that were brought by the global financial crisis of 2008-2010 to development of banking systems of the countries implementing the model of “catch-up development”. The experience of Greece in development and application of regulatory instruments has shown that if in the period of long sustainable economic growth for countries having emerging markets an opportunity to use the methods and control systems of developed countries can be visible, then with the appearance of negative scenarios system limitations come to the fore and the risks associated with high degree of uncertainty are realized.
