| Abstract: | The Fortified Cities, and even some parts of the villages of Malta, are over-crowded to an extent that is dangerous to public health. Many blocks of houses exist, so closely packed together, that it is impossible to secure the proper amount of light and air. The congestion is so great, that the full benefits of sanitation cannot be realised until relief is given by the construction of new and improved dwellings on sites exterior to existing urban areas...
