Abstract: l have the honour to forward a letter from Mr. Bugeja, one of the elected members of the Council of Government, transmitting, for submission to you, proposals for a reform of the local constitution. Mr. Bugeja states (para. 35 of his letter) that there is a difference of opinion between himself and his brother elected members as to the project, and that he has decided to proceed without their concurrence, and in para. 39, that he does not pretend that his project should be accepted as it is, but that he only desires the reform of the present constitution...
