Abstract

[Excerpt] It was the practice of the Committee for some time to issue a monthly circular, containing such information as was deemed useful to be communicated to the Members of the Institute, copies of which were sent to the Office-bearers of the different branches throughout Great Britain, for the purpose of being read at the meetings of such branches. The information, however, which it was sought to convey by· means of these circulars, was, it is believed, not made known so generally to the Members as was expected ; not, certainly, from any neglect or disinclination on the part of those to whom that information was entrusted, as from the difficulty or inconvenience, in many cases, of holding meetings of the branches. Besides, the information was not always of such an important nature as to warrant the expense of calling monthly meetings of branches, whose, operations could be otherwise effectually carried on by active committees. For this reason, and taking into consideration the expense of a monthly notice, the circular was subsequently issued at more distant intervals.
